84. In more serious and persistent cases where a standards investigation is required, IPSO rules provide for the establishment of a commission of inquiry. The body prepares a confidential report on which the publisher can decide before the investigative body makes its decision. A publisher may request that this decision be reviewed before the decision is published. The IPSO Board of Directors may impose sanctions following a decision of the Board of Inquiry. The harsher penalties are: the requirement to pay a fine (up to 1 per cent of the publisher`s turnover in the UK or 1,000,000 books per survey); [96] the “reasonable costs” requirement for the standards review; and end the publisher`s affiliation with the regulator.
